Nope. Only 10586 and VS update 1 are the supported options. For sequence see the MS site. I'll try and find the ref.

FAQ 117. What is the 'right' order to install VS etc.

From MS notes.

1. Make sure you are running the public release of Windows 10 (version 10.0.10586) or better.
2. Install Visual Studio Community 2015
3. or Update Visual Studio 2015 to U1
4. Validate your Visual Studio installation
5. Install Windows IoT Core Project Templates
6. Enable developer mode
7. Add the SDK (https://dev.windows.com/en-us/downloads/windows-10-sdk)
