Since OWIN requires IIS support, and there is no IIS currently available on Windows 10 IoT Core it is not supported.

You might be able to achieve a similar result however by using Node.js as a web server instead.

No OWIN is a lighter version of IIS... not need IIS

My colleague is only partially wrong.
Katana is an implementation of OWIN that runs on ASP.Net thus it required IIS.
I don't know of an OWIN implementation that will currently run on a IoT device. At this time I would suggest you look at node.js which is currently supported.
