I want to know how to Control windows IOT (RPI3) by windows 7 through Ethernet cable ?

The Official Microsoft website has information about what is feasible with Windows 10 IoT Core, though generally they assume one is running Windows 10 Desktop to develop.

Windows IoT on the Raspberry Pi is only supported with a regular Intel x86_64 based laptop (or desktop) running Windows 10. Anything else would need some serious hacking (which won't be possible).

If you join the Windows Developer Insider Program you may still be able to get the upgrade from Win7 to Win10 for free (take a full backup first in-case that doesn't work on your ancient hardware).

Technically it would be possible :

1. by a USB to Ethernet adapter
2. Connect to to RPI3 using a cross-over ethernet cable.

That should do the trick (not tested though)

Raspberries have auto-sensing ethernet so you DO NOT need any cross-over cables, it works with a straight through cable.
