I think thats the lower limit when the CPU throttles down when it's not under load.
Windows doesn't support dynamic frequency scaling on the RPi2, force_turbo is the only way usable :)

The Broadcom chipset on the RPi2 is actually quite decent, and under Linux one can get excellent OpenGL performance using the MESA intermediate libraries. Hi, Could you please detail how you compiled and generated the kernel.img file you put on the SD Card? I tried a similar program in C, but the generated image does not work when put on SD Card. However, the same image (after converting it to the uImage format) works when loaded via TFTP in u-boot.....

M$ should maybe do a Windows RT for the Pi2 and let everyone find out what a crock of s**t that was. RT 8.1 is excellent if you can disable Secure Boot(have the SecureBootDebug key for my Surface 2) Porting RT to the Pi is a easy job(Implement the PTIMER HAL extension, took a day for the Odroid-C1)...

The Android port is not so far of success[RGB8888 mistook as RGB565, so maxed display] and ChromeOS works flawlessly theorically(it just uses normal KMS).

Not sure how KMS is applicable, but the dispmanx API is a first class API in that it interfaces directly with the hardware, and therefore is likely the most efficient mechanism for working on the display. Anholt's driver directly interfaces to the composer via dispmanx? dispmanx is the lowest level...
