2A @ 5v is below the spec for a Pi4B. The Pi4B spec is 5v @ 3A.

The 20V supply from your Huawei charger will cost more than ten bucks when you fry your RPi with it.

There's nothing to "charge" on a RPi. Just buy an "official" Raspberry power supply which is cheap and guaranteed to work.

Can I use a huawei matebook d14 charger to power the pi 4

So the question is that can I use my laptop's charger to power the pi 4. It's output is rated at 5v=2a, 9v=2a, 12v=2a, 15v=3a and 20v=3.25a. I know the pi 4 has a 3a power requirement but still would like to be sure and if I can't use the charger I'll have to buy another.

I think part of my problem is that my specific device Huawei e3531 has some sort of internal router and it's passing the Raspberry a 'local' ip of 192.168.8.100 over 'eth0'. I have zero clue if or how I need to work around that though if that is indeed the problem.

Sorry, can't help on your Huawei modem, but the ZTE mf823 shows up as a straight network interface. Set up the any custom 4g settings via a web page.
I tried getting a Huawei modem going and gave up.
