Desktop environments: Gnome 2 (yes, a basic Gnome 2 installation is lightweight), Xfce, LXDE.
Window managers (you don't need to run a desktop environment to use a window manager): IceWM, Openbox, Fluxbox, ...

In theory you should be able to install LXDE and XFCE alongside GNOME and choose when you login which one you want, but it's been ages since I've last used Ubuntu.

I'd hope that raspberry pi's default desktop environment is not gnome or unity.

However it looks like you're not trying to make a new theme, but a new launcher. You'd have to find a highly customisable launcher or desktop environment or code your own.
