Maybe try lighttpd and php for the webserver.
This can be run directly on the pi which is easier.
Energenie is good for home automation. :D

I checked the sockets using the remote I got with them. The sockets learn the codes for sockets 1 2 3 4 and All without a problem, so there is no problem with the sockets themselves

Is the pimote a reasonable start to work with lightwaveRF devices? Are there specs on the board's chips? I assume it's similar to getting a seperate 433 rx and tx.... But nicely packaged?

if the Pi is connected to the HDMI on the TV you can put it in and out of standby using the command tvservice .
There's also CEC which has more advanced control over HDMI on more modern TVs,

For full power control I'd recommend the Energenie add on.
