Bluetooth icons? Do you have blueman installed? There have been reports that blueman causes conflicts, you might want to purge that. Also, you didn't mention; the speaker is paired?

I am using the latest Raspbian Jessie with 4.4 kernel.

How do i make a previously paired bluetooth speaker automatically connect and selected as audio output
when it comes within range of my Pi3?

If you can't recognize the adapter, running the bluetoothd will have no effect. Do you have a USB adapter? You could install pi-bluetooth, and then adjust /etc/systemd /system/dbus-org.bluez.service to load the BlueZ 4 bluetoothd.

i got a Bluetooth Speaker/Headset connected to my RaspberryPi 3.

i got it connected and trusted and autoconnect on Startup. But i want to reconnect after the Speaker/Headset loses Connection to it. Does anyone know how i can do it?

You can compile and build BlueZ 4 under Jessie (takes less than an hour on the Pi; I wouldn't bother cross-compiling). I personally doubt it will help.
