Typically, there is a PulseAudio module (module-bluetooth-discover), that recognizes a connected Bluetooth speaker, and creates a Bluetooth audio device. The module-bluetooth-policy module will then automatically redirect the stream there.

crackling and fuzz through aplay audio

My Setup:
bluetooth speaker
RPi 3
aplay

I can play sounds with a python script using aplay. However the sound crackles or just produces fuzz. Does anybody know why this is?

I am using Pi3 with the latest Raspbian Jessie.
Let's say i want to change to current sound output from HDMI to a previously paired bluetooth speaker.
Can it be done via tha command line?
LXDE gui windows is running at all times.

Actually, that Instructable is for creating an A2DP sink, not a source. You will need to install PulseAudio and pulseaudio-module-bluetooth, and then use bluetoothctl to pair and trust your Bluetooth speaker, and connect to it. That should do it.
