It's got to be the usual case of laziness on WD's part or their web-site builders.

That's because the power lead powers the Pi and the drive directly. It doesn't need to take current from the Pi's USB.

... I just splice in a 5v power brick(with higher amp rating) and a micro USB termination on the existing cable and achieve the same thing? Does the PiDrive cable do anything else that I am not aware of? M
