A PSU that does not output more than 5 volts is not a risk to any model RPI if connected with correct polarity to the micro-USB or USB-C socket.

If you want reasonable resolution video and low latency you need Mbit/s. That rules out Bluetooth, Asynchronous Serial (UART), SPI/i2c, 433Mhz radio.

Short answer: Yes.

Long answer: What do you mean by "created on a Pi 3B+"? Doesn't matter what computer (even a RPi) you use to successfully put a downloaded Buster image on a card. That card will run in any RPi model released to date.

1. Do not put the wires to and from the buck converter through a breadboard.

2. Are you measuring the voltage at the RPi?

The audio output from the 3.5 mm AV jack on a RPi is no more capable of directly driving loudspeakers than the audio from the 3.5 mm jack on an Amazon Echo Spot. So what are you hoping to achieve by adding a RPi into the mix?

Your old RPis are unable to sense any difference between a SD card and a micro-SD card in an adapter. Because electrically there is no difference.

To get 2 Amps at 5 volts the lithium cell will need to be giving about 3 Amps. Is the cell well charged? Weighted means that you have to shape the frequency response before measuring amplitude. You have two options:
