I have formatted multiple SD cards and loaded NOOBs 1.3 to the card. I Installed into R-Pi and powered on. The power light comes on and the ACT light flashed for 10-15 seconds, then only Power LED on. Removing SD card and installing in PC and card is not recognized or told it needs to be formatted....
