Many of us are working on one, myself included and some have finished (not me :( )

One thing i will say is - avoid resistive touch screens.
Apart from that you want is possible but why stop there
You can also had BT calls and music for phones, OBD data support, GPS, and so much more.

out of preference I would not use the pi camera due to enclosures. There are plenty of "Factory Look" reversing cameras with enclosures that are cheap to buy but then you need the additional video capture hardware. One option is to have the camera conected to a zero mounted inside the rear windshiel...

I have started a post about this and have satnav/music running on a touchscreen but due to lack of funds for the powersupply, I put it on hold.

for the obdII you need something like an elm based adapter.

Yes, but you would still encounter the same problems, namely ... how to get data from a non-real time operating system from one Pi to the other. Ultimately you will need to buffer data in some way ... the audio I2S subsystem is a hardware implementation of exactly this ! So too is the network subsy...

An Arduino can't output audio and video nor access drives strait out of the box unlike a PC/Laptop/tablet/raspberry pi and so in simple terms it is not a Computer in the terms of PC/Laptop/tablet/...
