Have a look at https://github.com/procount/noobsconfig which allows you to customise/patch a new installation from noobs as it installs so you can start from a preconfigured distro as you like instead of starting from scratch each time.

Raspbian needs a 'sudo apt-get update/upgrade' to enable the new screen which I expect includes new bootcode. Perhaps if you have done this, you could copy the new bootcode.bin etc files onto the NOOBS partition and see if that enables the new display in NOOBS as well? I don't have a new screen so I...

IIRC, "supported_hex_revisions" is a new format of specifying which revisions of the PI is supported by the OS. Before you reboot, try performing a 'sync' command to make sure any cached data is written to the SD card. Maybe you are rebooting too soon after making the changes for them to get written.
