Works for me.

Pi3 upstairs on my desk.
Router downstairs in the study/office.

One floor and a few walls in between and it connects fine.

My conclusion... you're doing something wrong.

Often it is the micro USB power cable which causes the power problems. Too long... too thing and/or poor quality. Try a different cable. I'm afraid I got have another cable but the one I'm now, and I don't think the quality is very good. Feels cheap. So perhaps it could be it. It came with this kit...

USB specifications support 500mA from a USB port. That is below the recommended power for even the original Pi, and far below the recommended power for a Pi3 (2.5A or 2500mA).
