Do you want to serve up images from your Pi ?

Images would be saved into a web server directory

People would access the images via your router which has a rule to send web server requests towards your raspberry Pi

This would start up a perl script on start up

I would like to pipe the output of the perl script to a backpack LCD

How does one go about piping the output of a perl script to

:0 I am assuming is the LCD device under init 3 ?
