Well, then maybe instead of relying on greenness of the garden a reference photo of the garden without the dog could be taken. Then take a photo and compare it with the reference. Maybe a little naive, but, what about using a Pi with a camera, taking a photo of the garden every x seconds and analyzing it, or a part of it?. How do you know it´s a mobile network? All I could find looking up for those ips (5 and 6 on the list) is that they belong to Telefónica. AFAIK what is needed is chrome, not chromium. Chrome has the DRM stuff that is needed for netflix. On the other hand someone has made a plugin that enables Amazon movies on the Pi using kodi. That could be a starting point.
