If you have that executable in /usr/bin I have no idea why it would not run when you enter it at the command line. (Unless you have modified your path environment variable.) I suggest you ask the author.

Why do you need to use the internet? (Are the 3 devices all on your home network, or is one 'remote'?)

You have to establish a working connection from your RPi to your printer, and a working connection from your laptop to your RPi.

Nothing to do with the RPi or GPIOs really. This is just basic program design, and NO, I wouldn't do that. The principle is called 'abstraction' or 'information hiding'. The run_sequence command just needs to state which relay to send power to - it doesn't need to know which GPIO you have connected ...
