You didnt show how you connect PIR sensor to RPi. I spouse you mismatch pin number.
Python RPi GPIO recognize pin header order or BCM order.

I've connected the data pin on connector 18 and not on GPIO 18. I've tested with onboard alimentation and exterior alimentation -> same result! I've a 4k7 resistor between data pin and pin 0.
