umm bad figures from somewhere
USB 1.0 and 2.0 is .5A @ 5V
USB 3.0 is .9A @5V
USB 3.1 // thunderbolt is 5V @1.5A or 3A
USB c PD is umm not sure

but in general you may not get enough ampage out of the port YMMV - try it and see

you probably have broken the SOC with a short or overload on one of the GPIO

yes and no,

you can do it now anyway after a fashion

copy the contents of the main partition to that one on your ssd
and change the cmdline.txt file to change the root fs to be that partition [use UUID of the partition]
and when you reboot then the main os will be off the ssd

raspberry PIs are not 5V tolerant
so don't send 5V anywhere

switch off all power to the board when it gets switched off hten just power up the main 5V usb connector and it will start up
