The wifi manager in MATE is known to work as it is a clone of a pre-configured tested Stretch system. That is the usb port input, not the 5v/VCC gpio header pin 2 and 4.
The 3B+ looks like it has kept this external shield power feature.

Your power supply may be too low try a 5V 5A minimum supply if you have usb devices plugged in....
Otherwise you may need an external powered USB hub.

Often the USB driver power-save modes will periodically reset devices, and can be rather involved to disable.

There was a vc4 system hang bug one of the Rasberry kernel devs recently fixed.

Also, if the UUID changed on the drives for some reason, than fstab won't know what to look at after the kernel loads.

@cjan Depends on your setup, as most users usually don't have the kernel source installed by default. Also, we're not sure whether a DKMS version would cause dependency issues even if blacklisting the existing modules. I am optimistic the vc4 bug will actually be repaired at some point in the future...

Need to re-compile your kernel after patching: drivers/gpu/drm/vc4/vc4_v3d.c I used the default build settings, and configured what we needed for the RT kernel, Overlayfs, and Aufs. Building a new kernel can be a pain, but we also found the default Raspbian FAT partition too small to hold everything...

The excellent "stschake" posted a workaround, which essentially stops the deallocation/fragmentation of gpu memory. We built the Frankenstein OS branch in hopes that all the "missing" (i.e. goofy named QT4/5 deps) lib issues would not detract focus from improving...
