What Pi model are you using ?
How is the modem detected in "dmesg" ?

To me it sounds unlikly that puttin the PIN under "eth0" would work. The modem is maybe "wan0" ?

To verify that the device are working, do you have another computer to test on.

A Windows PC where you open "notepad" and then scan the tag.. the reader should then type the id in notepad. ( in theory )

Will the flash drive be in use when you turn the switch on ? or can you guarantee that will not happen ? Will the flashdrive be selfpowered ? You will have to make sure that you dont have two compunters accessing the flashdisk at the same time so you would have to learn to electricly isolate the usb...

If you can get the Pi3 bluetooth to emulate a BT keyboard and pair it with your PC maybe.

Alternative is to find a virtualkeyboard for the PC that can be controlled over network.

Which programming language are you familiar width ?

There is a program small shell tool called "evtest" ( sudo apt install evtest ) which you can use to verify that the device is working

Two things to be aware of.. - In the console you may have been the "pi" user. In rc.local you are the "root" user. I have a (very looooose ) theory that the newer versions of bash might run "trap"s in a child process. So when the "trap" is finished you get the SIGCHLD.

I'm not sure if you might get an infinite loop when you get to signal 17.... ;-)

I see that you send "Off" instead of "OFF".. but cant be sure if that is relevant or not..
You might also be missing the end of line or carriage return, I'm guessing that nothing happened in minicom until you pressed "enter".

Checking the error-log in "/var/log/apache" ( or whas it "apache2" ) is usually a good place to start.

I would use it as a media player as well. You could create a network connection over serial between the two Pis.

Then you can use FTP/SCP or any other networking protocol to data/files from one Pi to the other.

Adafruit has been selling cables at least 24" ( 610mm ) https://www.adafruit.com/product/1731 so its possible to use the camera with those kind of lengths. Will it work for all cameras models, resolutions and environments ? maybe.. longer cables means it picks up more noise so your exact results mig...
