Well if you multiply the dimensions with 4 then you have 16 times more data to deal with, and getting that down to 1-2 kB can be tricky.
Do you need full color ? Black and white compresses quite well with jpeg.
Creating a 256 color palette would reduce the total data to <40% of original.

Don't use jpeg, its intended for large photographic images.

Anything that is 16x16 pixels is not a photo.

16x16 pixels = 256 bytes x 3 colors. 768 bytes is the total information vaule of such an image.

PNG, Targa (tga), PGM, XBM, BMP.. all these formats should generate files of around 1kB.

There was something called piracast demonstrated some time ago but I'm not sure of its exact status.

I'm a little disappointed that you were not actually "writing programs with a gamepad" which is how I interpreted the subject.

GLUT is OpenGL (isnt it ?) which is not directly supported by RasPi so its very slow because its done in software.

What I believe you should be looking on is stuff like GTK+, FLTK or wxWindows, but I'm not sure I have grasped you requirements properly.
