You haven't stated if you had HDMI connected with your marginal pass or what you are testing too? The quality of the HDMI cable (ans USB for that matter) will more the likely have a big impact on EMC performance, you need a cable that is properly screened. Adding timezone: "browser", under var flot defaults to var/www/html/demo/index.html should do it:

This tells flot to use your local browser time rather than utc.

The calibration factor in "interrupt_daemon.py" is wrong and should be 2.36 not 1.18. Doesn't the USB to TTY converter expect + & - voltage levels rather than 0V to 3V3 ?

I think you will need a level translater between your GPIO pins and the USB to TTY converter

My Maplin sourced wind vane has the four compass points embossed on the plastic, I have to say the letters are not that obvious so easy to miss, I only noticed them when I was about mark north myself.
