Interesting that the PLLs would be unreliable so far below their spec as you state. I wonder why certain boards are susceptible to this and not others. Can we expect any useful logging for such an early failure in the boot process? I take it bootcode and the start.elf should have some useful logging? Serial ogging only comes from linux. You need to have got past the coloured splash screen (which start.elf puts up just before lloading linux kernel)...

Yes. This PI's RS232 works with 3,3V and the USB converter from your link will be ok. You can use putty as terminal :) Cool, Can we expect any useful logging for such an early failure in the boot process? I take it bootcode and the start.elf should have some useful logging? cutdown kernel is broken, my Pi also does not boot with its. If you have TTL<->RS232 converter you can connect PI and check if it sends some logs by RS232. I take it back about lack of intermittent behaviour. 793d107342ff2f88a1976c014c7ead5044b4537 failed to reboot twice for me out of 5 attempts, but a cold boot (pulling the power) worked every time except immediately after one of the failed reboots (having pulled the power for a fraction of a second).

I have a suspicion: When your Pi is stuck at reboot, short the reset jumper and see if that restarts the Pi. I suspect this won't help. Then remove/reinstert the SD-Card and short the reset jumper again. I suspect this will work. My suspicion is that your SD card doesn't reset properly and is stuck...

Ok, so on the latest firmware it boots up fairly consistently with boot_delay=5, I never needed this before, however, reboots still fail every time, I assume because they probably don't take boot_delay into account (judging by the speed it fails at). This is only true for the normal start.elf though...
