You can use Weaved Pi installer to easily access WebIOPi from anywhere, it works very nice.
Once you access WebIOPi from your desktop browser, you can copy the address in the Dr GPIO configuration.

mais sur surface (autos), il y a du frein et une marche arrière

this is not a ssh web client, but it allows to edit and run python scripts.

you should use Eclipse on another computer with some file sharing and ssh connection from Eclipse to your Pi.
you can even remote debug with another computer.
using eclipse or netbeans on the Pi itself is a bad idea.
