Hi,
You need a wifi adapter capable to be master to make the RPi as hot spot (access point). Have lots of text about how do it.
Start a desktop session on RPi, and connect x11vnc to it.
Install a vnc client to you android, and connect to RPi.

If you have a network just connect rpi to swicth.

Infelizmente não existe versão em português.

Uma mascara de rede 255.255.255.240 limita a rede (ou dominio de broadcast) a 16 ip ou 14 hosts.
Use o ipcalc para verificar os ranges de ips váidos.

How far the RPi is from the access point?
The further away, the antenna aperture should be bigger.
A passive parabolic reflector can improve antenna aperture.

Hi Walter,
You are using correct polarity of probes?
Back is connected to (-) on tester, and red to (+)?
Be careful on following procedures, I recommend to isolate probe tips, except ends. Or use proper alligators.
Connect black to pin 6, and red to pin 1, need to have 3v3. Red on pin 2 or 4, 5V.
