As a "sub note" to the "Moderator update" :- The error does occur with "NOOBS 1.3 or with Rasbian" :x The solution of " placing a jumper over the Re pins solves the issue" does work, but to make make sure you get the right jumper position you link the "green" highlighted pin on page 8 of the manual ...
