If your target card is smaller than your source card cloning will - most likely - not work (i.e. It depends how big the difference in size is). Thanks, that was the issue. I switched the enclosure for my SSD and the speed came way up.

I have been running Raspbian Buster on a Raspberry Pi 3 B for over a year and got a RPi 4 4GB recently. I cloned the SD card and moved the SSD from the 3 to 4.
