You can enter utf8 codes by pressing CTL+SHIFT+u ( cursor changes to "u") then typing the 4 digit code. Is that what you want ?

It isn't your Python script that needs to change. It is probably the IP routing configuration of your operating system that you need to modify. How so? The wires are normal jumpers. They are rated for beyond the Pi's needs. I would consider "normal jumpers" to be inadequate for providing the currents needed. They are only designed to carry the few milliamps of current that a GPIO pin can provide. The point is this however: there is no current spik...

P1/P2 = 10^(-2/10) = 10^-0.2 = 0.63

100% - 63% = 37% reduction

The point is that a 2dB reduction is not "virtually the same" though as you say it may not be significant.

Something that can be communicated over a phone to non-technical individuals and does not require mailing any more SD cards to the people I'm trying to help.

I use Dual Fan Aluminium Heatsink Case for Raspberry Pi 4 from https://core-electronics.com.au/ - which I believe is the Pimoroni case This works well - my fan only turns on after a stress test.
