Yes really 18.04. I started with the 16.04 image, booted it on a 3B, performed the necessary tweaks to enable it to boot on a 3B+, booted it on a 3B+ and then did a do-release-upgrade. It took a while but was successful. I have the resulting image running on 3 3B+ at the moment.

Thanks mikronauts,

As I posted, the card reports errors unrelated to its use in the Pi. As long as a Pi will work with a 64 GB card I will try another. I am hoping someone can provide some experience good or bad.

I configured my system as you described. I can confirm your findings. If I omit the log /home/pi/vpn.log entry in /etc/openvpn/vpn.conf I find the log file in /var/log as I would expect. I have a newly imaged and updated Raspberian stretch installation which I built yesterday. I have done nothing but set the locale and let it run the updates. I will try setting up your configuration and let you know what I find.
