FWIW, and I could be wrong, of course, but, my read of: The Pi is connected to a switch and I have used the GUI to assign a static IP to the Pi. So DHCP is not in place here. is that OP used the switch/router's "GUI" to assign the Pi a static IP (a technique which is often recommend on this forum). ...

On normal computers, I used to just plug a cable between line out & line in or mic - but I think you might need to record from the HDMI to the line in on a RPI. Various people will argue that "you should have known" and so on, but the fact remains that the interface should warn/block you from setting it to something invalid. Since the pi throttles from 1.4GHz to 1.2GHz at 60C, that was chosen as the point to try to avoid going over.
Interesting. I do not have a 3B+ (yet).

For all previous models, the CW has always been that it doesn't throttle until it hits 80.
