I'm not sure. It's been a while since I've done Apache+Python. My guess is you have a different Directory setting than is shown in the article. Try to just add it in the config file as shown, it may work. If not, keep Googling.

I googled Raspberry Pi Python Apache and this is the second hit. Been a while since I've done it but looks legit. I just did it on lighttpd if you have questions about that.

One way to start may be to just wire GPIOs to the buttons. The trick then is reading the various values from the unit.
