No idea what .run and .bin files are, but they are most likely made for X86 (Intel) processors.
If you download something like that you have to make sure it's for ARM, Devs will normally mention Raspberry Pi explicitly.

I would assume they contain functionality the writer of the program wants to use. Some of them are quite large so it would be a guess exactly why these are imported without seeing the full code. I would suggest you google for 'python module' plus the module name to find more information about them. ...

Looks like you did not run 'sudo apt update' before trying to install and are using apt info that's not up to date.
The current version of the first file is not 2.2.10-6+deb10u2 but 2.2.10-6+deb10u3

That looks a Kodi crash in OSMC. Unlikely it causes the Pi to restart, probably just Kodi itself.

I would report it in the OSMC forums. You will probably have to upload a full debug log.
