Don't set the ip= in cmdline.com. Set the interface as static in /etc/network/interfaces. iface eth0 static address 192.168.x.x netmask 255.255.255.0 gateway 192.168.x.y hello... Even I am struck at the same issue but i want to access pi from SSH where i cant remove ip from cmdline.txt file ..... s...

Current version in Raspbian Buster is 10.3.22-0+deb10u1

Which OS + version do you have?
Did you run an update before trying to install? Error messages?

Please post the full trace of what you're doing (commands + full messages)

Your .exe will not run on a Pi.
If you use Etcher to write an OS image you actually don't have to format the card first.

Assuming you're using the standard Pi OS: in the bookmarks menu of the file manager
If you cant see it you will have to disable the 'simplified user interface' in Edit menu / Preferences / Layout. Save the setting and restart the file manager

Looks like the apt cache is not up to date.
