In terms of the cooling system - that will depend on what you run on it rather than how long it has been switched on. Run some video - you probably want to cool it. Sitting idle forever - no cooling required.

I would say you will need a pretty detailed spec of that air con - or be prepared for lots of hacking around with reading the signals coming out of the back while it is plugged in :) - It is no doubt do-able - I suspect the programming aspect would not be the difficult part (but I'm a programmer so ...

The sensehat header covers all the gpio pins but I don't think there is any reason why you couldn't connect the sensor and the sense hat through a breakout board or a stackable header.

I would say that it is quite possible - however in reality you will find it quite restrictive to run all the programs that you may want if you are designing web sites on the RPi. It's just the photo that makes it look like there is a bit of the board missing - it's being obscured by the RJ45 port - you need C98 by the looks - you will need to ask for that capacitor spec - it was 220n on the Pi1 but the full specs have not been released for RPi3 - to be honest by the time you...

It may be a silly sounding comment but have you got the monitor plugged in before you power on the Pi? - I always had problems with the size of the screen until I realised this.
