Upgraded to Stretch some time ago and after apt-updating today I see only firmware packages update and so my chromium is at 56.

If you are up for storing settings only, you could trace every change that you've made and store it in a script that applies these changes to a new installation that is backed up along with config files.

OS crashes on launching video online e.g on youtube or facebook.
There is high chance for this to happen.
It crashes that bad sysrq keyboard shorcuts wont even work.
Yet chromium is the fastest.

Why Debian?

I'm curious whats the reason behind using Debian and not Fedora for Pi as it makes it harder to e.g. program in web assembly or c++17 and other 'new things'.
I know that up to date neither Fedora nor Debian are suitable for Pi as they are without Foundation's modifications.

Now I need to find an usb tv tuner and get myself an mpeg2 licence plus an usb hub, i guess.

As far as dongles get signal from their antennae and not from the one from my rooftop connected with the faceplate they are of no use as in such rural area they won`t catch the signal.

Damn, Im so noob at this and possibly misunderstood.

If you mean you want a wireless connection between the antenna faceplate (the picture you've shown) and a Pi you're going to need something very specialised (read expensive) and probably struggle to get enough bandwidth (depending on how many muxes you want to send). It is DVB-T.
Wirelessly connecting it to Pi is a key factor.
If im not mistaken something like this

How do I then send something using kodi on android to kodi on raspbian?
I enabled uPnP/Client in both of them, and context menu shows 'play with' on audio files but there is only default player and video player option (kodi is visible using kore or yatse) and video files don't even have such option.

Pi as TV for an android smartphone

How can one stream a video over WIFI from Android phone to a Pi with a monitor connected to it, like smart TVs handle it?

For me, removing wpasupplicant helped.
Then you have to set your connection through /etc/network/interfaces

What is behind the decision to go for 4.9 instead of 4.10? Isn't 4.10 the default for Debian 9.0, and doesn't it bring upgrades to RPi?

Isn't it useless? If you have computer that runs android studio, it certainly can use its built-in emulator with more power than pi which struggles with bare androidthings doing nothing. Alas this script loads video in best quality even though omxplayergui is set to -f 18 but rpi-youtube in chromium respects that setting.
Other settings work the same way in both browsers so this is a little bit weird (e.g. nogui, min lines, volume)

Problem solved.
Things probalby fixed it I did:
- add "wireless-power off" to /etc/network/interfaces (and wireless-essid xyz)
- removed wpasupplicant (open network)
It still is not perfect but 99% of time it works well.

I do not count cache and buffers which give additional ~50mib.
Using linux console (tty) it really takes that little which made me wonder, if I would be able to make it lighter on the SD card or CPU with that spare RAM.
There is 256mib associated to gpu
