all day long and the temp never exceeds 70

That's the problem of closed plastic boxes which prevent airflow. You should try the stress test with something a bit heavier - like cpuburn-a53. I use Google Chrome (Chromium) browser on Raspbian Jessie.

Streams YouTube ok in normal & theatre mode (long as you don't set it for hd (auto 360p/480p), and gpu memory is 264mb)

You need a fan If you plan to run overclocked especially if you are using an enclosure/case. when the heat can not escape to anywhere off the case/enclosure, then even a fan will not help alot.
