Run rpi-update to get the latest firmware version 4.1.19. It will disable the WiFi power management automatically.

I am seeing the same thing on jessie build.
My external USB drive is a SSD, so I don't think I'm having a power issue.
I am switching to ext2 (no journaling), and it works fine. So I am thinking it's something to do with accessing the journal data on the USB drive.

Same here except I'm using NetBIOS/Samba. WiFi adapter is Edimax.
NetBIOS name discovery is all over the place with WiFi, but everything is fine on Ethernet.
Edit: Fixed by disabling power management on Edimax with /etc/modprobe.d/8192cu.conf.
