But you said you are measuring just 4.88 volt on the board (between the two testpoints), and together with the loss in the USB fuse that means the voltage on the top USB port is just 4.88 - 0.175 = 4.71 volt, and the absolute minimum that is needed is 4.75 volt! Also, that thread seems to imply that the issues here are due to too much power being drawn from USB? All I've got plugged in there is a small receiver for a Lenovo wireless keyboard, and removing it doesn't change anything.

From "good" to "bad" news: Nothing on F2, indicates that there is no current drawn from the lower USB plug, probably nothing is plugged in, or its connected to a hub that draws no power from the PI. 0.03 Volt over F3 indicates that this polyfuse has a low internal resistance, and is thus OK. I checked voltage between TP1 and TP2 and that yielded 4.88V consistently with this PSU. Is that missing .12V an issue? Any other contact points I should be testing?

Not directly your supply, although a supply with a higher rating will probably lead to less problems than psu that have too little power, these latter ones might drop their output voltage when loaded too heavy. "Jiggering the power cable"..... all it does is rubbing the (gold) contacts of the micro USB connector of the cable, and the micro USB connector soldered on the board over each other, which might have a very small influence on the contact resistance.and also might give very short power interruption...
