Set GPIO high at boot causes kernel panic at shutdown

I’m using a raspberry pi zero 1.3. I'm trying to set a GPIO pin high at boot and keep it high until shutdown. The red led is on. The green led is constantly off with or without the hdmi cable and usb peripherals.

Would that be possible to damage a raspberry pi with a bad hdmi cable? I have 4 raspberies until now with the same problem. I got the under voltage warning on the screen permanently although I use the official power adapter and I measure 4.9-5.0 volts on the raspberry. The USB,ethernet and wifi are ...

As I mentioned above I have tried many power supplies including the original one. Also I tried 3 different cables including a custom made with 22AWG wires. I have tried many different sd cards. I have the under voltage warning with all of them. Somethng has fried my raspberry pi but Indon't know why and which component is fried. I get 5V on PP1, PP35 and PP7.
