The IP was a typo. The ubuntu package for raspberry pi does not come with the openssh-server package pre-installed.

Hi, I am facing the same problem with an headless installation. I am using Ubuntu 14.04 LTS for rashberry pi2. I added the 'ip=10.10.0.7' line to the default command in the cmdline.txt file.
