Closed 5v output battery solutions will have built in charging and protection circuits, low voltage dropout, and come with their own charger.

Some really cheap or bad knock offs might not, so you should check that these features are present on the item before you buy it.

Nope, I don't have any experience with it, what I wrote was based solely on hearsay and what I've read in other places.

You might be right and it would work on a lot of, or even most systems, but I wouldn't say that the solution is a sure bet.

mAh is not an indicative for current draw capacity.

batteries don't usually have any fixed upper limit for current draw, if you draw too much they will heat up and sometimes destruct, this is in the areas where you are talking about partial shorting.

Afaik there is no testing for RoHS.. it just requires that the components you've used does not violate RoHS standards.

Only direct limitations I can think of is the small RAM you have to work with.
