You could do all this for free and without any restriction using Raspbian on your Pi. But it is the version of dism that really counts, not the version of Windows 10. And dism.exe must be 10075 or later. :-) Others have tried dism version 10074 and had the /Apply not supported message.

You need version 10.0.10075.0
Either from a current install image of Win 10 or by downloading the Win 10 ADK

No, he needs to read what others have already found out, namely that version 9926 is too old.. And that you need the explicit path to the correct dism if you are doing this on Windows 8.1 or 7.

The Class 10-ness won't come into play until boot time or later.

You will need to provide the explicit path to the dism.exe from the ADK. Otherwise you will keep finding the Windows 8.1 one. e.g. C:\Program Files (x86)\Windows Kits\10\Assessment and Deployment Kit\Deployment Tools\x86\DISM\dism.exe And lastly, you are not using a recent enough version: 10.0.9926....
