In Raspbian/RPiOS it's always been vim. Vi has just been a link to vim. Try setting /usr/bin/vi as your editor. Changes in behavior may be in the config file. Look in--or create--a file named "~/.vimrc".

Alternatively, you might consider installing "nvi".
