I had bad experiences with realtek dongles so I avoid them entirely. Hi, mine triggers fileystem checks on boot but the tune2fs still reports that it checked the long time ago. the fsck should check the root partitoin if the vfat (boot) is /dev/mmcblk0p1 then the root fs is on /dev/mmcblk0p2 and fsck will only check if needed, for example a power failure.

I have installed zoneminder on stretch, i do think that i posted the steps in this forum. I stopped using it because I do not have a lot of free space and used motion instead.

IIRC, I just installed the zoneminder on the stretch backports and setup a mariadb server and setup my USB webcams.

Can you try to switch to virtual console (Ctrl + Alt + F1 to F5 )
What files did you mess with? The easiest is to flash the card again but if you have important changes or files then it is not an option.
It is strange that the Pi restarts after logging in? Can you check the logs /var/log/syslog
