I am not using the LM317 to output 5v, I am outputting 13.8 Volts ors similar to charge the battery and to connect it to the efficient DC DC LM2596 module which converts 13V to 5v4 @ 3A. I will try to search por parts for the overdischarge protection. What relay should I use, a 12V?

Arre you sure it is not a firewall issue. Can you try Network mapper using another PC or an Android device to Pi. Ex.

It is indeed a low voltage indication. If you can see the Red LED in Pi blinking it is in an undervoltage mode. You need a decent Power Supply or just reduce load on GPIO pins.You can measure the GPIO voltage in Pin 2 [5V] and 6 [GND].

TS try the 12v UPS using Lead Acid Battery. They endure trickle charging also the NiMH but it may require building circuits.
