Stick them on a USB stick, plug it into the Pi3 and then use the built in file manager in Kodi to move them onto the card.

Also is the share set up without username and password? 1709 onward requires all SMB shares to use credentials, so anonymous ones don't work any more. A fix is to create a dummy local user account on the Windows machine which has access to the folders/files you want to share, and then use its creden...

If you're using SMB1 and your Windows box has had the recent creator update then you can have issues, as by default SMB1 is disabled (due to the security risks highlighted by the recent Wannacry issue). Either should work fine, although the cable will of course need a power supply with a high enough current to drive both the pi and the drive (as that's what it's doing, splitting the supplied current between the two). An official Pi Foundation PSU (a 2.5A one) for example will do the job nicely.

You can also dispense with the laptop completely - install a network tool like Fing on the Android device (or iOS, there's an Apple app version too) and you can use that to see what devices are on the network the tablet is connected to (in this case the AP of the Zero) and what the IP address etc is...

Maybe use something like a black hat hack3r or even just a ribbon cable to move the GPIO connections away from the board and to where you want them. Did you flash the right image, as there's one for the Pi0/Pi1 and a second one for the Pi2/Pi3.

In any case you may be better using LibreElec than OpenElec unless you have a real reason to stay on OE, as LE is much better supported and more responsive to updates and bug fixes.

You could also set one of your Pi's to be a WINS server (apt-get install winbind and then set it up in the samba config, which I presume you already have installed) and give it a higher master browser priority than the router. Then that will deal with the Windows NetBIOS host name resolution instead...

Also have a look at Volumio. I run it on a Pi Zero W (with a DAC pHAT) and it works fine as an internet radio, and it can also support locally stored and network available MP3. I think there is a Spotify plug-in for it as well, but that's just from memory and don't take that as gospel as I don't use...

You could use something like an HDHomeRun box in another room to take a TV signal via its tuner and make it available over your network. Pimoroni also offer various versions of their black hat hacker device, which can allow multiple hats to be connected at the same time. That said of course the GPIO pins used by the boards need to be compatible (no pin aside from power/ground shared or at least designed to work with different address...
