No. NOOBS is simply an Installer, not an Operating System. You must have installed an Operating System for it to be talking about Run Levels.

The simplest way forward - if you don't have too much work to lose - is simply to use NOOBS to re-install your choice of Operating System.

Just to help refine the advice you get - is this related to PiDora? [As a first pass at the issue I'd suggest it is almost certainly software/system related, not hardware, so knowing which OS you are running might be relevant.]

I think I am right in thinking that GPIO2 and GPIO3 have some hard-wired pull-ups (or maybe pull-downs) that may mean their behaviour will differ from that of GPIO4?

Python code needs to be wrapped in [ code ] and [ /code ] markers (using the [[ Code ]] button on the top row of the message editing screen.) Without this indentation is lost, and indentation is a critical part of python syntax.

1. When are you trying the 1/2/3/4 trick? That is only valid when the NOOBS Recovery Console is displayed on the screen. 2.
