I think I am right in saying that it uses what you might think of as 'policies' that are defined in the partitions.json file in the directory for each installed OS. This is mentioned in the documentation for installing a custom OS, here.

At a quick glance, Pushover seems to be a web service. Are you sure you need to install anything on your RPi?

If you are sure, and the instructions use pip for the install, why not do that?
